To address the issues which are vital to the Cambodian people, especially those who live in Phnom Penh, the Norodom Ranariddh Party (NRP) introduces its political platform for the July 27 fourth-mandate parliamentary election, in which it promises to undertake the following:

  1. Control the price of basic foodstuffs.
  2. Reduce increase in the price of goods by eliminating the monopoly on foreign good import and removing tariffs on basic foodstuffs.
  3. Establish consumer associations to handle consumer inquiries.
  4. Decrease spiraling fuel prices by lowering tariffs or removing fuel taxes – with the state providing a national budget to counter high fuel prices.
  5. Abolish drug trafficking by imposing heavy sentences, taking measures to prevent drug use, and create modern rehabilitation centers.
  6. Stop illegal charges for venders who sell at markets, and organize modern market management. Vendors have the right to purchase or rent stores for selling goods.
  7. Eliminate all types of gambling, including casinos in the city and football betting, and all kinds of electronic gambling.
  8. End the policy of citizens paying half the cost of local construction of roads and sewer systems in the city.
  9. Improve the city’s traffic systems to reduce traffic congestions by building bridges over roads and widening streets in the city, constructing ring roads and creating a low-priced public transportation system.
  10. Improve clean water and sewer systems and sewage treatment systems.
  11. Govern and regulate hotels, guesthouses, entertainment clubs, bars, restaurants, massage parlors, beer gardens and karaoke parlors in users, and no sexual trafficking of women and children.
  12. Abolish all kinds of prostitution.
  13. Reclaim and rebuild natural lakes and the city’s reservoir lakes which have been sold or filled, in order to prevent flooding due to rain or other natural disasters.
  14. Govern local labor systems to ensure that the Cambodian youth and adults have jobs and seize jobs from foreign laborers who are competing with Khmer people in the labor market – especially Vietnamese illegal immigrants – in accordance with the Labor Law.
  15. Develop a system that imposes high tax on land that is bought, fenced and left for sale for the purposes of speculation.
  16. Revise Phnom Penh’s master plan and renovate buildings in the city in order to meet the standards of a modern city, but preserve buildings or cultural landmarks constructed in the Sangkum Reastr Niyum ara.
  17. Re-examine blocks of flats which have been constructed to poor technical standards, especially blocks not equipped with emergency systems.
  18. Stop the sale or exchange of State-owned properties or buildings and revise the previous contract of sales or exchanges [of the state-owned properties or buildings].
  19. Stop the forced eviction of people from the city under the pretext of using the land for development and land residences for evicted citizens.
  20. Speed up the adoption of ownership titles for real estate, including houses and farm land and register land that is fenced [for sale].
  21. Develop a Reastr-City Hall program (between people and the city hall) so citizens can voice concerns and make requests and recommendations to increase people’s participation in city developments as well as in the economic sector, social affairs, culture, security, public orders, tourism, political stability and improvement of diplomatic ties.
  22. Enforce law implementation based on equal principles and fair legal procedures.
  23. Reform the city’s judicial systems to secure independence and fairness for the people.
  24. Root out all kinds of corruption, especially graft in public services.
  25. Hold electronics to select the Phnom Penh Commune Council.

Please vote for the NRP at Number 1 on the election paper to remove and change the current leaders who will lead the country to:

  • An economy which will be controlled by Vietnamese-Cambodian citizens.
  • A National Chamber of Commerce, the heart of the national economy, which will be controlled by Vietnamese-Cambodian citizens.
  • Banking systems – most of which haven’t served the national economy in providing loans [to people]- government by foreigners.
  • National culture invaded by a foreign culture which has encouraged that watching of pornographic films. The culture has changed Cambodian children into being passive and immoral citizens.
  • Angkor Wat temple and all national and world heritage sites will be controlled by Vietnamese-Cambodian citizens and tourism income not included in the national budget.
  • Casinos, gambling clubs and football betting places will flourish.
  • The Khmer nation won’t have peace as well as the ruling party is under pressure from Vietnam.
  • The border issues will not be addressed as the Border Committee, led by officers from the Lon Nol era, is a tool. The current ruling paty has never condemned Vietnam for invading Khmer borders.
  • National territory will be lost [to neighboring countries] under the leadership of leaders without national conscience.
  • Injustice will take stronger root in a society with no respect for the law and dependent on corrupt courts.
  • The culture of impunity will become more strongly cemented. The powerful and the rich will remain above the law and escape trial.
  • Cambodian citizens will get poorer and poorer because of corruption and an unequal division of economic resources.
  • The nation will be a reservoir of criminals due to the fact that the leaders of the ruling part do not consider the national interests, and think only of power, money and themselves. People will still live in fear under a dictatorial and militarism rule.
  • There will be no real democracy or rule of law as the current leader are inclined toward militarism.
  • Khmer people do not have land to build houses and farm, but the ruling party’s activists own 76.93 percent of land [in the nation].
  • Drugs will continue to be imported from neighboring nations and produced in Cambodia. The use of drugs has increased dramatically from 5 to 76 percent. As a result, many students have dropped out of school.
