The Hang Dara Democratic Movement Party (HDDMP) adheres to the principles of liberal democracy and pluralism and has a nine-point political platform and five strategies to implement that platform.

Nine-point political platform:

  1. National Reconciliation
  2. Protect human rights and democracy
  3. Protect sovereignty and national territorial integrity
  4. Resolve immigration issues
  5. Eliminate corruption
  6. Bring justice to society
  7. Protect culture and the national environment
  8. Land management
  9. Reform public administration and ensure its neutrality.

Five strategies of implementation:

  1. Support the monarchy because it has a strong influence over the region and the world
  2. Address illegal immigration as it harms public order, customs and citizen’s work and negatively affects the whole national; the issue must be solved by strengthening the law on immigration, which has already been adopted by the National Assembly
  3. Settle border issues by demanding the return of Cambodian land which has been lost in the past
  4. Rid the nation of tyrants and corrupt people
  5. Enhance people’s livelihoods by creating a better healthcare system, and improved educational sector and a greater prioritization on building more infrastructure in rural areas.

Political platform for national development and job generation for Cambodians:

  1. Build economic alliances by integrating Cambodia into the surrounding region and the world
  2. Motivate and encourage investment in the agricultural sector
  3. Grant more power at village levels to develop infrastructure, including help with legal matters and human resources
  4. Encourage investors to invest at the village level
  5. Ensure security and safety for all investors
  6. Pay the way for investment at the village level by ensuring adequate roads, water and electricity
  7. Establish skills training as a way of developing strong partnerships with national and international organizations as well as other development partners
  8. Find markets for products, especially agriculture produce, in order to improve productivity while establishing working relationships with various organizations and partners
  9. Cooperate with organization and development partners to address poverty, and unemployment, poor healthcare and other problems
  10. Review all improper activities of banks such as defrauding people who borrow money; prohibit any single bank from holding a monopoly on loans to village residents, and seek out institutions which provide loans at the lowest interest rates
  11. Abolish corruption from top to bottom
  12. Promote agriculture and agricultural products
  13. Promote human resources
  14. Promote the energy and electricity sector
  15. Promote tourism
  16. Promote Cambodia’s potential in the region and in the world to attract foreign investors
  17. Ensure congenial conditions for national and international investors
  18. Reduce taxes for any investor who invests in agriculture, factories, enterprises in the countryside and along the border
  19. Ensure personal safety and secure investors’ protery
  20. Ensure good relationship in the region and the world so that Cambodians can work abroad’
  21. The HDDMP will form special investigation committee which will fine or tax any individual or investment firm that buys land or buildings illegally
  22. Encourage investment firms that respect Cambodian labor law
  23. Upgrade agricultural and industrial sectors and take into an account small handicraft and family-run operations. To improve citizens’ livelihoods and stop them from immigrating for work
  24. Properly implement the labor law and avoid corruption, to attract good investors who respect the law.

Measures to be implemented for good governance:

  1. Urge the National Assembly to adopt the draft Anti-corruption law. Senior officials will have to be a model for the enforcement of the law
  2. Create independent and neutral courts for countering corruption
  3. Strengthen and implement the auditing process to combat corruption
  4. Create special courts to further effectively enforce the Anti-corruption law
  5. Motivate all ministers, institutions and people to participate in the fight against corruption
  6. Increase salaries of government officials, soldiers and police so that their salaries are adequate for supporting their families’ livelihoods
  7. Publicly declare property owned by high ranging government officials
  8. Punish people who commit corruption. Bribe takers and bribe givers will be equally punished
  9. Eliminate the culture of impunity. The party will request the Khmer Rouge Tribunal to investigate, arrest and sentence Khmer Rouge leaders rapidly
  10. Guarantee sovereignty of the three powers-legislative, executive and judicial
  11. Strengthen and upgrade the culture of peace and respect for the law
  12. Amend the judicial system
  13. Create independent and special court
  14. Guarantee neutrality and transparency in public administration by improving public services (services related to the state’s sovereignty, public investment, education, healthcare and public finance)
  15. Re-organize government’s structure to eliminate communism, nepotism and influence from foreign countries
  16. Eliminate the culture of corruption, nepotism and dictatorship
  17. Increase salaries of government officials so that they can live properly, and urge effective law enforcement
  18. Urge respect for a code of ethics at special courts throughout the court system
  19. Improve government officials’ and people’s knowledge of human rights, democracy and laws
  20. Give government officials promotions based on their work performance- as the US, Japan and Great Britain do- by eliminating the purchase of posts and ranks. This will enable us to find good and capable officials who have a strong will to serve the nation.
